DFW Daylight Savings Time Transition and ATSC

March 2019

Daylight savings time begins on 10 March which means that stations should begin sending PSIP data to that effect on 11 February. The details on how this process should be managed are in ATSC A/65, Annex A and FCC regulations require that all except low power stations follow the standard.

7 February

Two stations began sending DST change data today. Four days before they should have. KUVN actually tried several times yesterday before making it stick today. As a bonus they have the day of month wrong. By setting day_of_month to 7 today, they are saying that the switch to DST happens today. KODF is a low power station so isn't strictly required to get this correct. KUVN has no such excuse.

Two days too soon and four more join the group that can't follow the rules.

Quite a few stations jumping the gun today although there is a disagreement on the date of the change. Two are taking the position that it happens on the 7th.

I think that disagreement on the date prevented my DVR from having a problem today. The majority of the stations in this market (12 (13 if you include KDFI which never left DST) of 21 sending time data) have begun the transition but they don't agree on the day.

Sneaking in late in the day was KDTX to make that a total of 13(14) stations doing it wrong.

This is the day they should be starting the transition. So this group got it right.

An embarrassingly small number.

20 February

Yesterday KUVN (RF 23) was the first of the stations sending incorrect day of month data to change it from the 7th to the 10th. But at the same time their time data went from being around 1 second slow to being over 3 minutes slow. They also began transmitting the data for virtual channel 49-1 yesterday which clears a transmitter for an ATSC 3.0 test signal. I am not sure what is gained by broadcasting a signal for which there are no receivers.

KXAS and KXTX switched to the correct day this afternoon.

6 March

I have no idea what they thought they were doing by doing the DST transition this afternoon. For an hour:

At the same time their time error went from 5 hours slow to a better but still aweful 15 minutes. But it went back to 5 hours when they corrected the DST data. KTXD is one of the stations that has been shuffling channels recently in an attempt to free up one carrier for a ATSC 3.0 test. They have never been very good at keeping their data in order.

10 March

What should have happened today is that after then entire broadcast area switched to DST DS_status is changed to 1 and the other data returns to zero. Since there isn't a time zone boundary nearby, that is at 2AM CST. (All times in the plots are in CST.) A few stations managed to do that while several waited a while. The wait isn't a big problem but is technically incorrect.

Two stations jumped the gun.

KODF performed the change at 12:30AM CST. An hour and a half early. Which means that if you used their data to determine the time it would have been wrong for that hour and a half.

KDTX mangled it even worse. Dropping the day and hour information six hours early at 8PM last night. Then changing DS_status at 2AM. The bad effects of this are a bit more subtle. While the receiver would have presented the correct time, times in the program schedule data would have been incorrect.

All of the stations that set an hour and day for the transition completed the process. Several stations never bothered: KBOP, K25FW, KDFW, KDFI, KAZD, and KSTR. For them the daylight savings time transition never happened.
